Place potatoes in a medium saucepan and add enough water to cover them by 1 inch. Bring to a simmer over medium-high heat. Adjust heat to maintain a gentle simmer and cook until a paring knife easily slides in and out of the potatoes, about 18 to 22 minutes. Drain the potatoes.
In a small bowl, combine garlic powder with ¼ teaspoon water. Melt butter in the now-empty saucepan over medium-low heat. Stir in ⅜ teaspoon of garlic paste and the garlic powder mixture. Cook, stirring constantly, until fragrant and golden, about 1 minute. Transfer the butter mixture to a bowl and stir in Parmesan cheese, salt, pepper, and the remaining ⅛ teaspoon of garlic paste.
Return the empty saucepan to low heat. Using a ricer or food mill, process the drained potatoes back into the saucepan in batches. Using a rubber spatula, stir in the butter mixture until evenly combined. Gradually stir in the warm milk until incorporated. Adjust seasoning with salt and pepper to taste.
