Place a carrot on a cutting board. Use a vegetable peeler to slice long ribbons by firmly dragging the blade from the root to the tip. Discard the first few thin, uneven strips. Continue peeling to gather thick ribbons. Repeat with the remaining carrots.
Combine sugar, water, and salt in a 2-quart pot. Heat over medium, stirring occasionally until it boils.
Drop the carrot ribbons into the boiling syrup and cook for 30 seconds. Remove them immediately and let them cool slightly.
Once cooled, take a carrot ribbon, remove excess syrup, and twist it tightly around your finger to form a flower bud. Wrap additional ribbons around this bud to create a full rose. Secure the end by tucking it underneath the ribbon.
Repeat until all the ribbons are used to form about 24 roses.
