Move mixture to a bowl, then blend in the remaining tablespoon of oil and the garlic paste.
While the garlic cooks, bring 2 quarts of water to a boil in a large pot. Add the spaghetti along with 1½ teaspoons of salt and cook until the noodles are al dente. Set aside ½ cup of the pasta water before draining.
Return the drained pasta to the pot. Add 1 tablespoon of the reserved pasta water to the garlic mixture and stir to loosen it. Mix in parsley and lemon juice. Pour this mixture over the pasta and toss to evenly coat. Add more reserved water as needed to adjust the texture.
